Progress Toward Good Government or Power Grab Disguised as Reform:
Will New York's Budget Amendment Improve Governance?

- a debate sponsored by the Committee on State Affairs of the City Bar

Wednesday October 26, 2005, 6:30 PM
House of the Association, 42 West 44th Street

New Yorkers will make a critical decision this November when they vote on a complex and significant proposal to constitutionally change the state’s budget process. (For background info, click here to go to the Proposal One page here at the DFNYC website.) The City Bar has put together a panel discussion to hash out the pros and the cons of this ballot initiative. Proponents have argued that this is meaningful reform to streamline the budget process, while the opposition contends that it opens the door to more needless pork-barrel spending. Come hear both sides of the debate and be informed and ready to vote on Election Day.

2,000 brave servicemen and women have sacrificed their lives for the war in Iraq. Most of us cannot imagine what it must be like for their sons and daughters, brothers and sisters, mothers and fathers. But as a nation, we can take a moment to send our gratitude and support to those families.

Democracy for America is joining with MoveOn and TrueMajority to host candlelight vigils across the country and offer our condolences to the families and friends of the American servicemen and women who have given their lives. The vigils will take place at 6:30 PM, Wednesday, October 26. To find a vigil in your community, visit:

This comes from Independent Neighborhood Democrats. It is last minute, occurring TONIGHT. It also conflicts with Marjorie's meetup, but maybe they can be comnined??? On Thursday night, October 27, the Bloomberg Campaign is having a "Park Slope Community Forum" at the Old First Reform Church on 7th Avenue and Carroll Street. He will be appearing with Brian Ellner, Kelli Conlin, Marcia Bystryn and Dennis Walcott. It is important that we respond to this appearance in the highest voting DEMOCRATIC district in Brooklyn, by being visible this evening for our Democratic candidates. It is particularly important that we not concede our neighborhood to the REPUBLICAN candidate for Mayor. So, please come out this evening and help send a message that Park Slope and the rest of the 52nd AD is still TRUE BLUE. IND will be joined by LID and other progressive voices in Brooklyn in Thursday's effort. Please meet at the church at 7pm and expect to be finished at ~ 8pm. I apologize for the short notice, and hope you will be able to attend.

Support the ACLU and Your Rights by
Attending ACLU's "John Doe" Hearing

The ACLU asks that we join them tomorrow at the Court of Appeals in downtown Manhattan, where the ACLU will make its arguments in two cases that challenge the National Security Letter (NSL) provision of the Patriot Act, including their "John Doe" Patriot Act case.
At this hearing, the ACLU will be challenging the FBI's use of the Patriot Act to demand private records and personal information - including library records -- without the approval of a judge. Your past action has made a difference, and now your presence at the courthouse can, too.

They need a packed courtroom for this historic and nationally prominent case can help show the government -- and the media -- that Patriot Act provisions like the NSL authority are against the Constitution and must not be allowed.

The more we make our voices heard, the greater the chance that John Doe can get his own story heard, now, as Congress considers critical changes to the Patriot Act.

Please come to the courthouse tomorrow:
When: Tomorrow, Wednesday November 2 at 10 a.m.

Where: 2nd Circuit Court of Appeals, 40 Foley Square, Room 1705, New York, NY 10007

What: Argument to overturn the NSL provision of the Patriot Act

For more information, visit their National Security Letters page at www.aclu.org/nsl.

Local NYC activists from The Saloon are organizing a trip to Ohio from Nov. 5 to Wednesday Nov. 9 to get out the vote for important ballot proposals to reform Ohio. (Local DFA Groups in Ohio support Reform Ohio Now.)

Here's a message from the Saloon Steering Committee:

A year ago, many of us-- some for the first time-- contributed money, time and energy to try to elect John Kerry as President. The disappointment was great, but we've remained active and haven't given up hope. Now it's time to get back on the road.

The fight for the White House in 2008 starts this year – and the battleground is Ohio.

The most significant election reform in the country this year is two weeks away –- it's called Reform Ohio Now (RON). We're going to go help them and we invite you to join us. ("We" is a coalition of NYC progressive groups led by The Saloon, including ACT-NY, Democracy For NYC, DL21C, Downtown For Democracy, Drinking Liberally, NDN, and New Democratic Majority. )

RON is poised to pass four important constitutional amendments that will reform Ohio's electoral system, making it clean and fair, taking control of the elections out of the hands of partisans, and inspiring a wave of reform across the nation in a more progressive direction.

If these initiatives are passed, Democrats stand to gain 3-6 House seats in 2006, and we'll face a fair fight in the 2008 Presidential Election. (More details about Reform Ohio Now below.)

So here's the plan:

We will travel to Columbus, OH by van on Saturday November 5 and spend Sunday through Election Day working with Reform Ohio Now organizers getting out the vote for these key ballot issues. We'll return on Wednesday November 9 after what we hope will be a triumphant Election night party!

WHEN/WHERE: Depart Saturday 11/4 @ 9AM from the TriBeCa Grand Hotel (2 Avenue of the Americas between White & Walker). We'll drive to Columbus, OH and return to NYC on Wednesday 11/9 by 9PM.

COST: $100 R/T van trip, plus $125/night motel room. We're reserving a block of motel rooms there, you'll pay at the motel when we arrive. All volunteers are responsible for meal costs.

We expect a lot of hard work and a lot of fun. This year, though, we think the victory party will be a bit happier!

To sign up to join us or for more information, please e-mail us at Thesaloon –at- thesaloon.org (replace –at- with @).

Thanks,
The Saloon Steering Committee
(Jed Alpert, Nicholas Butterworth, Carol Irving, Michael Kovnat, Jesse Peretz, David Sampliner, and Meema Spadola)

Briefly, the Reform Ohio Now initiatives would:

- Create a new bipartisan Election Oversight committee, taking that function away from the Secretary of State's office
- Institute new campaign finance reforms
- Provide for univeral, no-fault absentee balloting
- Create a new Redistricting committee, taking that function away from the Legislature
(www.reformohionow.org has full details)

One Day Before Last Election Using Lever Machines, Paper Ballot Advocates Say
Touchscreen Machines Could Cost NYers Millions of Dollars and Voting Security

Citing cost-effectiveness and voter confidence issues, city and state officials including US Congressman Jerrold Nadler, Assemblyman Fred Thiele (R, I, WF) from Long Island, NY State Senator Liz Krueger, as well as New York League of Women Voters’ Co-President Mary Lou Urban, will gather on the steps of City Hall next Monday, November 7, at 11 AM, to voice their support for the Paper Ballot/Optical Scan (PBOS) voting technology that advocates say beats the heavily lobbied computer voting machines (DREs) on every count, including acquisition and ongoing costs, longevity, reliability, ease of use, and confidence that the vote can’t be manipulated or lost, as has happened so often in elections dominated by computer technology.

The press conference is being organized by the New York League of Women Voters and New Yorkers for Verified Voting, both of which advocate PBOS as the best voting technology for New York.

New York State citizens, legislators, and technical experts are calling for paper ballots and optical scanners rather than DREs. Elections belong to the public, say these advocates, not to voting machine vendors looking to maximize profits. The vendors have even said they may not submit optical scanners for certification in New York. But without the option to purchase optical scanners, New York City would be forced to buy the unproven, expensive, and problem-prone DREs. Among other things, DREs require extensive tech support, as high as $1800 a day per tech person. Optical scanners, on the other hand, are easily managed by poll workers.

Also attending will be Michael Godino, Treasurer of the American Council of the Blind of NY, who advocates PBOS as the foundation for use of a machine that allows non-English speakers or those with disabilities to vote privately and independently on paper ballots. This system has been publicly endorsed by Senator Krueger in her testimony to the NY City Council, which stated: "I strongly urge that the City of New York reject DRE systems… The City should use a PBOS system … [which] is more accurate, secure and re-countable than a DRE system, and … will cost the City significantly less money in both the short and the long term.

While I have been hearing that many progressives want to simply accept the election results and move on, others are concerned that Kerry gave in so easily, especially in light of electronic voting in swing states. There is concern that (1) there are huge (statistically significant) differences in the results of counties that used machines made by Diebold and other companies as compared to the results of counties that didn't use these machines, (2) exit polling does not match up with the results given by the machines, and (3) there are many accounts of the motive and ability of Republicans to hack machines.
