DA PROBES DOWNTOWN 'BRONX' POL
By BRUCE GOLDING
February 3, 2008 -- Prosecutors are investigating a Bronx politician after The Post revealed he's been living for years in lower Manhattan in apparent violation of state law.
The Post has also learned that election officials knew almost a decade ago that GOP district leader Fred Brown lived outside The Bronx, but ignored the information.
A November 1999 letter to the city Board of Elections said Brown "has not lived in this district or borough for many years" and was using a phony address to run for district leader.
A spokeswoman said the board could not act on the complaint because it was made anonymously, and state law requires a signed affidavit to challenge a voter's registration.
The Bronx DA's Office is investigating whether Brown, 72, filed false documents to register and vote in The Bronx, a spokesman said. That crime is a felony punishable by up to four years in prison.
Brown admitted living in Battery Park City when The Post caught up with him there. He said he was entitled to vote in The Bronx because he owned property there, but the state Board of Elections said that wasn't true.
Brown is the longtime chairman of the National Black Republican Council and a former school-board member in The Bronx. He was slated to serve as a New York delegate for Rudy Giuliani until Giuliani got trounced in Florida and quit the presidential race.

As the Bronx GOP chairman and a friend I am asking for your support of the Bronx GOP by attending the Lincoln Day Brunch. Our Special Honoree receiving the coveted Lincoln Award is Mr. Fred Brown president of the National Black Republicans and a long time Bronx GOP supporter. Our Keynote Speaker will be Mr. John Catsimatidis, a successful businessman who will undoubtedly be seeking public office in the near future. I hope the Bronx GOP and I can count on your support!!!
I was honored to be recently re-elected as the Chairman of the Bronx GOP even though I live in Rockland County but I vote from the Bronx. As many of you are well aware, we have been diligent in our efforts to rebuild our party by growing our ranks, seeking and supporting qualified and candidates willing to challenge entrenched democrats and to make backroom deals with the democrats, and standing as a voice of opposition to the one party rule that Governor Spitzer seeks. Again, I hope we can count on your support to make this event a success and set the stage for our certain defeats in the near future.
Sincerely,
Joseph J. Savino
